SUBJ: CDF SIGNAL - AUSTRALIAN OPERATIONAL SERVICE MEDAL

1. ON 19 JULY 2012 THE MINISTER FOR DEFENCE SCIENCE AND PERSONNEL, THE HON WARREN SNOWDON MP ANNOUNCED THE ESTABLISHMENT OF THE AUSTRALIAN OPERATIONAL SERVICE MEDAL (OSM). THE OSM WAS A RECOMMENDATION OF THE 2007/08 DEFENCE HONOURS, AWARDS AND COMMENDATIONS POLICY REVIEW. THIS MEDAL IS DESIGNED TO RECOGNISE EACH NEW OPERATION AND WILL REPLACE THE AUSTRALIAN ACTIVE SERVICE MEDAL (AASM),THE AUSTRALIAN SERVICE MEDAL (ASM) AND CAMPAIGN MEDALS

2. THE 2007/08 HONOURS AND AWARDS REVIEW IDENTIFIED A NUMBER OF CHALLENGES AND A HIGH LEVEL OF DISSATISFACTION WITHIN DEFENCE AND OTHER INTERESTED GROUPS WITH THE CURRENT SYSTEM. ONE OF THE CHALLENGES IDENTIFIED WAS THE DIFFICULT AND OFTEN CONTENTIOUS DESIGNATION OF A SPECIFIC OPERATION AS WAR-LIKE OR NON-WARLIKE. THIS DESIGNATION DIRECTLY INFLUENCED THE ALLOCATION OF THE AASM OR ASM AND ALSO INFLUENCED CONDITIONS OF SERVICE. THIS NEW AWARD DE-LINKS THESE ISSUES WITH MEDALLIC RECOGNITION. THE NEW AWARD ALSO PROVIDES AN AVENUE FOR CIVILIANS DEPLOYED ON OPERATIONS TO RECEIVE APPROPRIATE RECOGNITION

3. FOR ADF PERSONNEL, AN OSM WITH A UNIQUE RIBBON WILL BE ISSUED FOR EACH NEW OPERATION. SECOND AND SUBSEQUENT AWARDS TO THE SAME PERSON FOR SERVICE ON DIFFERENT OPERATIONS WILL BE IN THE FORM OF ANOTHER MEDAL (USING THE SAME MEDAL DESIGN) BUT WITH ITS OWN UNIQUE RIBBON

4. FOR ADF PERSONNEL, THERE IS ALSO PROVISION (WHERE APPROPRIATE) FOR ACCUMULATED SERVICE DEVICES TO BE ISSUED FOR ADDITIONAL PERIODS OF QUALIFYING SERVICE ON THE SAME DECLARED OPERATION. THIS CATEGORY ALLOWS RECOGNITION FOR ADF PERSONNEL WHO DEPLOY ON MULTIPLE OCCASIONS TO THE SAME OPERATION

5. THE CIVILIAN VARIANT WILL SEE THE SAME MEDAL DESIGN BUT WITH ITS OWN UNIQUE 'CIVILIAN' RIBBON. ONLY ONE MEDAL WILL BE AWARDED TO THE SAME PERSON AND SECOND AND SUBSEQUENT AWARDS ON DIFFERENT OPERATIONS WILL BE IN THE FORM OF A CLASP. THERE IS NO PROVISION FOR ACCUMULATED SERVICE DEVICES FOR THE CIVILIAN VARIANT

6. THE CIVILIAN VARIANT WILL BE LIMITED TO ONLY THOSE ELIGIBLE CIVILIANS WHO ARE EMPLOYED ON MILITARY OPERATIONS UNDER THE AUSPICES OF THE DEFENCE FORCE DISCIPLINE ACT 1982 BORDER PROTECTION OPERATIONS

7. THE DEVELOPMENT OF THE OSM ALSO PROVIDES AN ABILITY FOR DEFENCE TO RECOGNISE THOSE ADF PERSONNEL WHO HAVE BEEN INVOLVED IN BORDER PROTECTION OPERATIONS SINCE 1997. THIS IS A SIGNIFICANT OUTCOME FOR ALL DEFENCE PERSONNEL WHO HAVE BEEN PROTECTING AUSTRALIAN SOVEREIGNTY UNDER HAZARDOUS CONDITIONS OVER THE LAST 15 YEARS AND WHO HAVE NOT BEEN APPROPRIATELY RECOGNISED FOR THEIR SERVICE

8. THE SPECIFIC ELIGIBILITY CRITERIA WILL BE ISSUED SEPARATELY AND WILL BE AVAILABLE ON THE DEFENCE HONOURS AND AWARDS WEBSITE AT: WWW.DEFENCE.GOV.AU/MEDALS

9. ADF PERSONNEL WHO FEEL THEY MAY BE ELIGIBLE FOR THE OSM AS A RESULT OF THEIR INVOLVEMENT IN BORDER PROTECTION OPERATIONS ARE REQUESTED NOT TO APPLY DIRECT TO THE DIRECTORATE OF HONOURS AND AWARDS (DH&A) AT THIS TIME. DH&A IS PRESENTLY WORKING THROUGH THE ADMINISTRATIVE ASPECTS ASSOCIATED WITH THE OSM AND WILL PROVIDE FURTHER INFORMATION AS SOON AS IT BECOMES AVAILABLE. FOR UPDATES ON THE OSM PLEASE REFER TO THE DEFENCE HONOURS AND AWARDS WEBSITE. FURTHER DETAIL WILL ALSO BE WIDELY PROMULGATED ONCE FINALISED

10. APART FROM THE RETROSPECTIVE APPLICATION FOR BORDER PROTECTION OPERATIONS, THE OSM HAS PRIMARILY BEEN ESTABLISHED TO RECOGNISE FUTURE DECLARED MILITARY OPERATIONS AND THESE WILL BE CONSIDERED SEPARATELY IF, AND WHEN, THEY OCCUR. IT SHOULD BE NOTED THAT THE OSM WILL NOT BE AWARDED FOR OPERATIONS WHERE RECOGNITION ALREADY EXISTS

11. IT IS ANTICIPATED THAT INITIAL STOCKS OF THE OSM WILL BE AVAILABLE IN THE COMING MONTHS
